Why you can understand Korean, but can’t REPLY

How come you can understand what other people are saying, but you can’t speak yourself. Sometimes I’ve met people who say they can understand more than half of a conversation, but aren’t able to reply when they’re asked a question. We talked about what’s going on, as well as more importantly what we can do to fix this.
